本书叙述在土改后期（平分土地），一个流氓乘机窃取权力后虚张声势被整顿的故事。1947年8月，晋冀鲁豫解放区的赵树理一行来到了武安九区的赵庄（今属河北）参与土改工作。一个月后，《中国土地法大纲》公布，土改进入新一阶段。正是在这一时期，土改中的各种问题开始逐一浮现。赵树理1948年发表的《邪不压正》以小说的方式记录下了他这一时期关于土改的思考。
