僧尼数多，逾滥不少。先经磨勘，欲令真伪区分，仍虑犹有非违，都遣括检闻奏。凭此造籍，以为准绳。如闻所繇条例非惬，致奸妄转更滋生。因即举推，罪者斯众，宜依开元十六年旧籍为之，更不须造写。自今已后，纲维大德侍养权隶，不得辄于外取。
