朕以百姓为心，固非一人独理，委之牧宰，辑宁兆庶。若考论政绩，在户口存亡，不有甄明，何凭赏罚？自今以后，天下诸州户口，或刺史县令自离任者，并宜分明交付。州县仍每至年终，各具存亡及增加实数同申，并委采访使重复报省，所司明为课最，具条件奏闻。随事褒贬，以旌善恶。
