太湖流域水利专著之一。北宋单锷著。单锷一生关心太湖水利，在苏、常、湖等州调查三十多年。书中概述时人对太湖水灾的主要看法;分析太湖洪水成因;提出对太湖洪水以拦排为主的意见，即所谓上阻、中分、下泄三策。上阻，即修复五堰阻上源，开浚金坛、宜兴、武进之间干渎，整治江阴、常州的河港堰闸;中分，即在中流分导坡水入运河，北入长江;下泄，即疏浚吴江以东各河，开吴江堤岸，以宣泄太湖洪水。单锷反对郏亶先治田后决水的意见，主张遍修各县塘浦。元祐六年(1091年)苏轼奏此书于朝。北宋以后，论太湖水灾治理多以疏泄为主。
