明张陛撰。系明崇祯十三年(1640年)浙江山阴县救灾工作的总结性文件。当时缙绅刘宗周、祁彪佳及作者出资赈粥、平粜。为了防止赈济不周或虚糜浪费,张陛创立十条办法: 收集米粟、踏勘各乡灾情轻重、优先赈济孤贫、分别饥馑情况、赈米的发放办法、核实落实情况、区别轻重缓急、鼓励百姓自救、平价售米、各方合作。这十条办法取得较好效果。
