自古蛮夷，鲜不为中国之患。中国所以御之者无所不备，而卒无全胜之策。惟虞舜之于有苗、汉文帝之于南越、我圣祖仁皇帝之于俄罗斯，不战屈人，为万世绥远之经。外此，则和战虽殊，皆因气之盛衰相为胜负而已。是非蛮夷之独难制也，盖一气生人，本无畛域，迭盛迭衰，皆听其人之自为而天地之气随之转旋旷览前史未有中国全盛而为蛮夷所制者亦未有蛮夷崛起而其国人才政令了无可观者刘渊石勒阿保机阿古达其雄桀坚忍皆超越羣伦怀愍之懦重贵之妄徽宗之昏氵㸒纵无强敌其国岂能久存是故御蛮夷者不必求之蛮夷而当求之中国也。
