清方大湜著。作者于咸丰五年(1855年)入胡林翼幕中，同治八年(1869年)任宜昌知府，光绪初，官至直隶按察使、山西布政使。本书四卷，主要为记载作者在四川为州县地方官时治理吏民的心得。内容包括“造福莫如州县”，“造孽莫如州县”、“立法求其可行”及“阅文稿”“拆公文”等居官必读之类的官制经验。此书在清末颇有影响，多次翻刻，并被收入王文韵主编的《牧民宝鉴》中。
