生育養長，成而更生，終而複始，其事所以利活民者無已。天雖不言，其欲贍足之意可見也。古之聖人，見天意之厚於人也，故南面而君天下，和以兼利之。為其遠者目不能見，其隱者耳不能聞，於是千裡之外，割地分民，而建國立君，使為天子視所不見，聽所不聞，朝者召而問之也。諸侯之為言，猶諸候也。
