二卷。宋郑兴裔 (1126—1199)撰。郑兴裔字光锡,初名兴宗,开封(今河南开封市)人。兴裔乃显肃皇后外家三世孙,因皇戚恩授成忠郎,历官江东路钤辖,迁均州防御使,保静军节度使、召领内祠,武康军节度使。赠太尉。卒谥忠肃。兴裔历事四朝,皆有政绩,以才名著称,当时外族之贤,未有其比。《郑忠肃奏议遗集》二卷所录多为奏疏、表状,其中如请起居重华宫、论淮西荒政诸疏,词意剀挚。其他如蠲緍钱、禁改钞、论折帛钱诸奏,所列绍兴间一切弊政,皆《宋史食货志》及《文献通考》所未载,足补史志之缺。有 《四库全书》本。
