太上老君说城隍感应消灾集福妙经，原不题撰人。书中提到「天下十三布政城隍之神」，应出于明洪武九年（1376）设置十三布政使司之后。原书一卷，收入《万历续道藏》。经文乃太上老君演说，谓世上众生之命运，皆由城隍神掌握，城隍神「公忠正直，有求必应，如影随形」。世人若能转诵此经，礼拜城隍判官，即可消灾除罪。篇末附四言偈语二十六句，并有京都城隍真诰。
