译文：
蜀郡郡守呈请审议断决。佐史启主管刑徒，令史冰私自使用刑徒城旦环从事家务劳动。并将此事告诉了启。在刑徒劳役记录簿中，启谎称该城旦环在修理官署。应该判启何罪?
