元代建立之前蒙古国之法律条文。“扎撒”,蒙语“法令”之意。宋代郑思肖《心史·大义略叙》:“又有三段剗杀,彼曰扎撒,此曰条法,彼曰大扎撒者,大条法也。”成吉思汗时代,蒙古开始出现成文法——扎撒,为部落首领发布之号令。窝阔台继位后,将成吉思汗之扎撒整理重新颁布,称为“大扎撒”,令蒙古世代遵守,直到蒙古灭掉西夏和金,占领中国北方领土之后,其断理狱讼、始采用金律(即金之《泰和律》)。
