一卷。金尚书省臣汇集当时议论德运的案牍文件。据《金史》载,金初色尚白,章宗泰和二年 (1202)十一月,更定德运为土,腊月辰诏告天下。至宣宗贞琇二年 (1214)正月,宣宗命有司复议本朝德运。此书所载即其事。书前为尚书省判,次为省札,列集议官二十二人。其议论有与史书相悖者。如书中谏议大夫张行信力主金德之议,而《金史·张行信传》载贞琇四年 (1216)行信谓金朝当定为土德。《四库全书总目》云:“是编所议,识见皆为偏陋,本不足录。然此事史文简略,不能具其始末。存此一帙,尚可以补掌故之遗。”有《四库全书》本 (辑自 《永乐大典》)。
