中日构衅，由来久矣：溯厥肇祸，实自朝鲜：朝鲜，中国之藩属也，而日本岛国，孤悬东海，于朝鲜为近，恩蚕食之。明万历二十年，日本将军秀吉陷朝鲜，明师战败于平壤。厥后朝鲜迄无宁岁。中国丧师数十万，糜饷数百万，未之能定也。迨万历二十六年，秀吉死，而日兵遁，朝鲜始平。清同治十二年（癸酉），日本与朝鲜相龃龉，日本遣使问中国，中国外交官答以朝鲜国政我国素不与闻。十三年，日本商民航海到台湾，遭生番戕害，日本不问中国，即以兵临台境。
