公府官僚组织之法，开国以来，凡五变矣。因于中央行政制度上，无何等之关系，故人皆以总统之内幕私吏视之。在袁氏时代，元首专柄，故府秘书长之权，直驾各部总长而上。自黄陂以降，元首权渐替，公府各职员遂亦为人所轻。中惟秘书长既参机要，且有时可代表总统与诸方接洽。庶务长以官僚而为总统经理家事，皆非有密切交情者，不蒙畀任。其他翊卫处、礼官处、侍从武官处，虽不少阔老，若蒙满之王公、退闲之上中将等，而实际上尚不如传宣处之为人趋奉也。又如顾问、咨议等，固同一位置闲散，然频年内外龃龉，疏通奔走，端赖群材。
