同治十二年，法人突攻北圻河内等省，越招广西人刘永福率众败之，议和罢兵；而法人终眈眈于北圻者，喜在窃伺滇与蜀、楚之矿路也。光绪七年间，屡胁越南撤刘永福入富春--而刘永福据保胜，号「黑旗军」；越南恃以御法，屡战皆捷。越人庸弱，意恋求和，而法之劫制过甚；势虽曲从，欲乞我国援救，又恐泄漏戎机，愈遭荼毒。八年，吏部主事唐景崧自请于朝，赴越襄理军事。
