光绪二十六年庚子五月初，盛京卿宣怀由沪电致总署云，由保定电局寄信，直隶涞水有义和团匪，拒捕戕官，焚教堂，据涿州，有犯省城之语。朝旨询直督有无其事，裕帅禄始奏称有之，现派兵捕治云云。时都中有传闻该匪猖獗情形，毁电杆，拆铁路，因命提督聂士成派队弹压，保护路工。匪众竟敢伤聂军，聂军亦伤拳众。军机大臣荣禄，适在假中，七上章请剿。旨责以不得盂浪从事。盖枢臣中刚毅、启秀，赵舒翘均力主解散，剿恐激变。乃命赵往。次日复命刚往。
